The loose ring is a standard cheekpiece. This cheekpiece has loose rings which allow the bit to move more freely in the mouth, so many horses accept this bit well. To prevent skin from getting between the moving rings, it is advisable to provide the bit with bit rings. Nice bit for a somewhat stronger horse.
